Nexml design decisions are being condensed in more or less coherent language on a wiki page that is part of the EvoInfo working group. It is the best way to read up on the wider context of the nexml initiative, its underlying design principles, current implementation and future plans. It is not the place where day to day discussion takes place, for that we use the mailing list.
